Well, it's actually two of his Icons (specifically, I and II) placed next to each other, so you could say that they're two distinct works.

Yet, I am sure that Flavin had ideas of how to coordinate colors between the works, as he conceived the whole series. In other words, I am sure that it is no accident that I and II look so interesting and coherent next to each other.
