Yeah, Panasonic (among the others) makes electrolytic capacitors like that.

You should be able to find the pads on the PCB where it came off of, actually if it was an SMD capacitor, you should find the rest of the capacitor on the PCB. It will be a black plastic thing that holds the capacitor.

How old is that TV ? Electronics from the 2005-2006 era had some serious problems with caps going tits up. If this is from that era, head over to the badcaps forum and ask them.
