Specs? For the China $1 reject bin special? They're a complete gamble.
You can get cables like that and stuff that just doesn't work at all, or you can get exactly what's specified and even better.
From crappy LEDs bright enough to blind and resistors well within their 1% tolerance, to convulsing servos and straight up non functional fakes.
Don't expect anything grounded to actually be grounded though.

if the cable is thin enough, perfectly possible for there to be broken/missing strands in cheap wire,it can very easily overheat and melt insulation. if the conductor is hot enough it can burn carpet/paper/wanking socks left on the floor.

it can be difficult to start a fire on purpose but very easy to do it accidentally when the conditions are right

quality control is a good indication of material quality.

It would be incredibly difficult to start a fire with only 5V at 2A. Not enough voltage to start fire from arcing, and not enough amperage to heat up enough to ignite the insulation.

Now if the wall adapter itself burst into flames due to being overloaded, that is a problem with the adapter and not the cable.
Anyone who actually cares about safety should know better.
People who die in a fire because they bought the cheapest possible wall wart they could find, earned their Darwin award pretty thoroughly.

Think of it this way.
The cable is only designed to ever pass 5v at maybe around 2A.
Therefore, when used correctly with safe equipment, this cable is not a fire hazard.

However, if you hook up a bare Li-ion to it then you have created a fire hazard, which is th battery, not the cable.

You don't wire a house for 120v and then run it at 480v industrial.

In the same way, you don't buy a 5v 2a cable and run it at 3.7v at up to 100a surges.

This was at work when a customer returned a faulty cable and the plastic slid back when I was putting it away.

I normally rig my own cables up using 20-24awg wire I pull from dead ATX power supplies.

The reason chargers you buy retail are more expensive than chargers you can import through eBay is that chargers sold retail here have to comply with safety standards. If you deliberately get an uncertified electrical product because it's cheaper, you absolutely deserve your house fire.

Especially when you can get a preowned genuine Apple charger for less than $10.
