Zero pressure is not zero flow... zero flow is at max pressure.
OP, there should be a compressor/pump curv that will tell you the flow at any givin pressure.

Pretty much this. Pressure is comes from a restriction of flow. Zero pressure means zero restriction and hence maximum flow.
