i was always told if you buy taps in a set you are throwing money away. buy taps individually for quality

depends on the application. if you just want it to fit together then it will probably work, if the pipe is some low tolerance engine component then get a proper tap

if its some specific conduit or pipe size like you say you will easily find specialist tap/die sets specifically for electrical/gas/plumb trade people that are fine for that kind of work

1. do you need pipe threads (tapered) or do you need machine threads (straight)?... or some other kind of thread?
2. retail store taps and dies are almost always shit quality. shitty taps == broken taps stuck in holes. you can get better taps online from machinist supply places. They are more expensive but you only have to buy the ones you need, you can get sets but they also sell the single pieces.
3. A good brand of HSS tap should do at least one hole--but stainless steel is tough to work with. Get real thread cutting fluid, and pray.

Stainless is a cunt of a thing to work with as it's particularly hard due to the high chromium content. Go slowly, use proper cutting compound, remember to back the tap in and out often to clear swarf

Should I go with NC of NF, or does that depend on the thread on the plug?
