'Garantie', meaning 'Guarantee(d)' in Dutch or German. Probably not a brand name.

I'm in the Netherlands. These were among a lot of (otherwise regular) antique tools I bought.

BTW The 6 & 7 markings correspond with the indentation's size in mm.

The knife is for cutting the edge of the leather to a 45° angle. Roughly translated: edge knife. I have no idea about the round thing.
