We have shafts specifically reserved for telecom wiring since they do most of their stuff freeair anyway. It just ends up being cheaper to send a conduit to wherever you need it in the concrete as opposed to doing it after. Can't get everything of course, but the main stuff for distribution and fire-alarm/signalling is often done in concrete around here, at least in highrise.

the result is a wall that doesn't need insulation
no structural engineers lost their shit prior to this pour:
end result: naked concrete walls that are always at a comfortable temperature.

I'm from the UK, visited Germany on business a few years ago. Airport to hotel mid day they were laying out traffic cones to start construction work on a bridge over a highway. Next evening flying back they were packing up again after having resurfaced and replaced all the barriers.
