If it truly blocks UV then it blocks UV and it doesn't depend on anything under it.

I have some pressure treated wood where part of a board is covered by 1/8" lexan. That part still looks pale brown like when it was purchased. The exposed part is grey.

I don't know how effective the UV coatings are or how often they have to be re-applied, but if they work, they work.
