Google (and YouTube) how to buy and use a tubular pick. Expensive tool, but far less so than hiring a locksmith who will just pull one out. That's literally the only way you are getting into it without destroying the lock with a drill, and unless you do masonary work and have a drill bit strong enough, you aren't doing that either.

My brother noticed the bottom lock was undone, we were able to pry it open
it broke a bolt, has a very insecure locking mechanism.
But we can end up fixing the locks if wee want to use it again in the future

At least it appears to be just surface rust with little to no pitting.
The quick, easy, and low quality solution is to remove the rust with bronze wool, oil them with gun oil, and put them back in the safe where they'll inevitably rust again in a few years.
The better solution is to disassemble them, give them a bath in an electrolysis tub to both remove the rust and clean the bore of any fouling, then re-blue them, reassemble, oil, and store with a humidify-controlling agent to prevent further rust.

There's a good chance the silica packets are saturated, or the humidity in your location is just too high for them to cope with if they've rusted like that.
If it's the dinky cheap silica packs, just throw them out and get some new ones. Nicer packs can be thrown in the oven for a while to bake out the moisture and re-activate them.
With a little work those funs will clean up fairly well.

How did you come to that conclusion? You can't see any of the pin channels in the pic. Pins are usually far more effort to remove than simply removing the bolt, and all the bolts in that pic are still present, so I find it highly unlikely he's pulled any of the pins.
