How do I get these dot stains off the steel? They came from either

Bar Keepers Friend is the quickest and easiest. If it wont do it, nothing will.

Looks like it's already been scrubbed the "wrong" way: not with the grain. You might as well take steel wool to it, but just go in one direction if you can so it won't look more like ass than it already does. You could try a green 3M pad if you already have one too. It's rust, OP.
