I was filling holes in my ceiling but the filler shrunk, I don`t want to put more filler in there to sand it down more, could I just fill it with a thicker layer of paint? How do I go about this?

Save yourself more wasted time and just fill it again.

By putting more filler in and filling the holes properly next time.

You put in too much filler in one go. You have to do it in layers or use a filler that does not shrink. Do it right this time.
use a filler specifically made to not shrink and be a top coat dummy.

Sure, just paint it. Use flat paint, put it on really thick, that should work for you. That's a complete lie, but it's what you want to hear, so have a ball being a lazy, adolescent idiot with a ceiling that has a butthole in it.

Just stab your eyes out. It will take like 2 seconds. You will never have to look at it again.
Also you wont have to paint. ;)

Sounds like the hole's too big for filler.
Patch over it with a drywall repair patch, filler over that.
If it's more than a 6" hole, cut out the drywall and replace it.

No. It just isn't possible.
The proper way to do is
Spackle
Sanf
Possibly spackle again
Sand
Paint
