What the heck is this? I can't quite make it out in the picture.

Are the circuitboards embedded in plexiglass, or do you think this is a shadowbox of some sort?

I'm trying to come up with a plan on how to make something like this

it's just a bunch of old motherboards stuck together, some of them are a good bit older than others but all of them are obsolete.

Many of them are old server boards and it does my heart good to see ISAs again.

There's mounts. Clear glass or plastic, looks like a hole all the way through for a screw or bolt or some such fastener, and a small round black plastic or rubber cap for each.
I can specifically count 10, but maybe I missed one in a reflection or something.

Its not glass, note that the edges have no trace of green. Its probably acrylic.

Glass is the better material because plastic will scratch, but glass is much heavier than plastic.

If you look closely you can see how there's acrylic raisers holding the top acrylic pane off the surface of the motherboards. So take a wooden board, attach the motherboards to it using normal motherboard raisers, and instead of attaching the motherboards to the raisers with the normal screw, you instead add another raiser on top of the first - then put your acrylic on top of that

its just a bunch of motherboards. I'm sure you can find broken motherboards dirt cheap if not free. Its actually a really half assed job. They could have used other parts and made it more complex. This set up couldn't have taken more than 2 minutes to put together (the motherboard arangment, not the whole table).
