What's the best way to return it to it's former glory?

Each edge of the 'ruler' is in different fractions. 4ths, 8ths, 16ths, and, 32nds is standard. Or it could be 8ths and 16ths on one side and 8th and 16ths on the other, but going in the other direction, on the other. Either way, you wouldn't put 7/8ths on the the 16ths side. It would be like having 10 MM on the side of a rule that is only in CM.
Evaporust is worth having around the shop, but a red Scotchbrite pad and WD-40 (to wash away the corrosion) works well and many machine tool restorers do it that way too.
Rust removal is worth your time to learn since you'll do quite a bit of it as a DIYer.
Ignore the trolls who don't use tools seriously. You probably should hang out on home shop machinist and woodworking forums since /diy/ will always be shitty, and you'll learn a lot doing so.

Acid bath.
Vinegar works well.
Soak for an hour at a time and check, no more.
Scrub with a blue or pink scotchbrite pad, NOT BLUE.
This is common for bmx restoration.
Other processes ITT will leave it scratched.
