Enjoy hitting all those nails and staples. This is only feasible with concrete, and if concrete the shit comes up easy anyways. I wouldn't buy a scraper unless I planned on doing multiple jobs. You can get a cheap scraper blade for a reciprocating saw and when the job is over you still have a useful tool to saw shit with.

A good scraper will 'pull' the staples as you scrape.
They need to be removed so there aren't any tufts of old pad left.
Nails should be hammered down before laying new pad. The scraper helps you find the ones sticking up.

fuck that, go over it with a metal detector to find the staples and nails first, a magnet on a stick is a shite alternative. pull them all out before you scrape, stop blunting the scraper.

Dude, you've never pulled up carpet pad, have you. There are hundreds of staples in the pad holding it down. A good floor scraper is meant to be able to break tile off the subfloor. Run it over the grinder when you finish and good as new.

Glued pad gets a razor scraper. Staples will destroy the razor on it.

Also metal detectors don't work that way anon, the floor is nailed down too.

I have worked in restoration and have pulled out tons of carpet and padding. A good scrapper will get out most of the staples and anything you miss you can just sink into the floor with a hammer. Any newer carpet install will be with glue anyways.
