Is it even worth covering the sails in panels? How big are they, how much energy would they be likely to generate? Would you cover both sides of the sails?

It depends on where you are, but sun rays have the lowest angle of incidence during peak hours. Read again, I did not say sun shines perpendicular to the surface of the earth and the drawing is obviously oversimplified.
