What kind of safety regulations would I be looking at if I tried doing pic related? Obviously I would need seatbelts, but what else would I have to worry about?

For what purpose? Creating a prop for a movie? Getting the vehicle approved for public roads by the appropriate authorities? Making a race car?

Not to be rude, but if I'm looking for safety regulations then obviously I want to use it on public roads. It's a van so it would hardly be used for racing.
Back story is I'm interested in getting a utility van, but it only has two seats, and I would like it to have four.

Just go to a scrapyard and find some seats, preferably from the same model to make sure they fit.

Depends where you live doesn't it?
Over here you would need to submit for a new vc5 with the altered seating and take it to a big boy test centre where they make sure its up to scratch then you need to tell your insurance and if necessary take the necessary category driving test.

Right, since public roads are the only places affected by safety regulations.

OP lives in Tierra del Fuego since he didn't post location.
Stupid shit asks legal question without location.
Don't help him.

Not him, but you asked about safety regulations you fuckhead. Of course those are going to be different depending on where you live.
Don't worry about the seat, just start up your van and use a hose to pipe the exhaust into the cabin while you're in it an take a nice long nap.

If it's not affecting the functionality I wouldn't fuck with it personally. Most boards these days are so cheap, especially in computer electronics, that the heat from solder tip being near it will probably fuck it up.
I'm also not a professional on these matters so someone more knowledgeable might have a better solution for you
