Didn't know whether to put this here or on /fit/, but here goes:
I have an old russian barbell in my garage gym, and it's an olympic type with knurl marks 91cm apart. I want to get a dual knurl mark like on some of Rogue's barbells, but I don't have access to a lathe and I'm not particularly keen on taking it apart and having a machine shop doing it. Is there any way I could do this at home without fucking it up completely?

Simply put. No. Because even if you could.. It would need to be rechromed. Wrap some hockey stick tape around it or something for grip.

I think you misunderstood, the grip is fine and the knurling's still good, I need another ring like in pic related since I intend to bench with the bar aswell.

Use a hand kneeling tool.
You should be able to do it at home with a little skill
If you try to knurl existing plating it will chip and your hands will suffer from chrome chips. Machine shops may not want to run a knurling tool into chrome. I wouldn't fuck mine up like that and the knurl pattern wouldn't really imprint so much as fuck up the chrome.
Problem isn't as easy to solve as it looks.
If you must grip where no knurling exists, grip tape or other add-on method is best.
