for a project i'm working on, i need to find a material which would come in sheets, preferably at least 10mm thickness, and which is flexible and smooth.
i tried using liquid plastic, the one from which fishing lure are made, and pouring it into molds, but it's too expensive and it's not exactly what i have in mind
i tried silicon rubber, but it's much more expensive and harder to get
any ideas?

Need more parameters. "A project" is not information. What do you need the material to DO in what environment? There are many choices to get exactly what you want.

No, they aren't. A 10mm sheet of HDPE might as well be plywood, in terms of flexibility.

There is no "regular" rubber. There's ACTUAL rubber (as in, stuff that comes from real rubber trees), rubberized PVC, urethane, butadiene, silicone, and any number of proprietary and specialized formulations of flexible polymers.
Seriously, what are you using this for? Because it matters. Silicone is arguably the best "all-around", since it excels in all the common traits that are usually desirable in a rubber compound (flexibility, thermal stability, cold tolerance, chemical resistance), but, as you've discovered, it's fairly expensive. Anything else is going to have specific limitations that must be considered in a design.
