Can anyone tell me if there are any cheap alternatives to a rotary tool? I'm trying to cut a hose clamp in half longways and I'm not in possession of such a tool? is there any other simple tool or item I could use as a substitute?

Just buy a used one off CL. I'd seen ones in my area in decent shape selling for under $10. No accessories, though, just the bare too.

Almost anything will go through a hose clamp:
Tin snips, hacksaw, files, angle grinder, large set of scissors, do you actually own any tools at all?

Bought mine at a flea market for $10. Came with a case and a set is accessories and cut-off wheels.
what kind of hose clamp? I can't think of any kind that wouldn't be ruined by cutting along the length.
Screw driven? useless after slots broken.
Wire/spring? just half of it loses almost all clamping power, and you just need side cutters or bolt cutters for that
Screw tightened wire hose clamp? same as with spring wire hose clamp
Perpendicular screw tightened strap? just get a narrower one
What's your purpose?
if you don't want to buy one. just hire the tool for the day.

You can buy narrow hose clamps on Ebay. They are commonly used to hold motorcycle carbs to their mounting boots. If you cut the typical worm drive hose clamp in half lengthwise it will not work. You can also use Oetiker clamps which are narrow.
You should state your goal because cutting a clamp as described will be an abortion.
