Due to difficulties encountered when trying to get portable radios with strong encrytion, I decided to make something myself (with some help from an experienced programmer).
Picrelated is an almost complete prototype.

Prototype is single channel only (except in repeater mode).

About a year.
I had to learn exactly how voice encryption works and then I had to order each component from ebay.
I was even thinking of selling the units online but I'm not sure if there is demand.
There are only a few companies selling encrypted radios and they are expensive as hell.

SOP they'd jam your signal. Can you build in high speed frequency hopping for spread spectrum functionality?

That's beyond my skills, but I could use lora modems. Lora modulation is much more jammer-resistant than gfsk (it is a kind of spread spectrum system).
I really doubt anyone would jam me.
The modems I'm using are widely used in my city for telemetry and iot, so someone would have to somehow figure out exactly which signal is mine.
