The very fact that the barrel reciprocates back just tells me that it's more than that. Depending on your country/state it might be legal to make your own firearm, try starting with something far more simple like a single shot bolt action and I think you'll see how hard and long of a process it really is.

it's a mass-produced anti-materiel rifle, which means accuracy isn't a huge factor and it means tolerances can be much more sloppy and the build can be much more simple.

The guy who invented it designed it with no firearms or engineering background and had the prototypes built by a normal local machine shop.
You could totally build one if you had a decent home shop and knew what you were doing, but I doubt many of /diy/ meet both qualifications. (Not that I'm saying I do either, btw.)
