Bought this old meat grinder from a thrift store and I was wondering what your the best way to fix it up, nice and food safe, would be?

Wash well once, very hot water; soak in a solution of 1 tablespoon of bleach to 1 gallon of water for 5 minutes; rinse and let air dry. Use a light coat of food grade oil or shortening on any steel parts. You're good to go.
They're workhorses. Not much needs to be done. If there's any stripped bolts, replace them. Sanitation-wise, wash it with vinegar+h2o2. If you have a pressure cooker/canner, you can probably find instructions on using it as an autoclave. That's the best suggestion imo.

Remove rust. Wash with some bleach or boiling water. Done.
Where are the cutting knives?

Presumably the "knives" are the stamped discs.
As the meat gets pushed down, it gets forced through a hole. It appears that two of the discs should be rotating, which cuts the meat through blunt force.

Sulfate acid for cleaning tiles and grout. I used it to "patina" stainless steel. Figure since you're cheap, you probably have a bunch of weak ass nigger tools
