ideas for a replacement bike-rim ribbon ?
got a fixer upper road bike, this is the last thing to be sorted...
will a layer of glue or electrical tape do the trick ?

I always use several layers of electrical tape. It makes it a little harder to tighten and replace spoke nipples but otherwise works fine.
Some people save their old punctured tubes and cut ribbons out of them.

If you have or can acquire an old tube that has become unusable for some reason, cut a band out of it.

If you have single-wall rims (where the spoke heads stick out against the inner tube) then you can just use electrical tape.
If you have double-wall rims, the proper cheapo/quick substitute is fiberglass package tape... In this situation, the tape must be strong/stretch-resistant enough to keep the tube from pushing down into the spoke holes in the outer wall. Electrical tape stretches too much to prevent that, but fiberglass tape stretches very very little.
I honestly thought I was one of the few kids that figured out electrical tape.
Just restored my old '90 GT vertigo from highschool. Still had the electrical tape on the rim. Was cracking and getting brittle, but was still intact and doing the job.

This. Old tubes are also great for patching punctured tubes or wheels on the go to prevent moisture or anything from going in! I've always used electrical tape just make sure it's thick enough so the spokes can't puncture the tube. Especially on thinner tubes around 700 (or 27) x 17.
