If you mean imperforate, you're right, it ain't. But it certainly can be tight (less circumference than a dick), and because it's not as elastic as the rest of the vagina, it totally can happen.

Should be noted that the most common kind of hymen by far is not on here - its basically the first example if the entire hymen was missing above the hole. Just a half moon of membrane at the bottom.
Meanwhile the imperforate hymen is an example of a birth defect that will need to be solved with minor surgery.
