Sure.

-First off there'd just be fucking CHAOS, ABSOLUTE CHAOS as people all over the world got powers and proceeded to just dishevel all power and everything we previously understood.

-There'd be people who'd come to the aid of peace and order, but there'd be just as many people coming to the side of NEW order AND their own selfish wants/desires, but they'd all be very difficult to discern from one another.

-Eventually, though, through breeding and exposure (I imagine some powers would be contagious) you'd have a high enough of the population where people with powers can't bully people with non-powers because almost EVERYONE has powers and it's "risky" now. You think you're hot shit because you're spiky or got claws? You try to mug someone- they fucking break fire on you or they grow twice their own size and maul you.

-With the growing power majority people would fall into discriminatory habits and you'd start seeing people discriminating against more explicit physical mutations, both for and against: the people with animal parts n' powers want to live, marry, and fuck the people with animal parts n' powers, the people who have elementally themed abilities hate one another because "he's too hot, she's too cold", etc.. Then there'd just be normal people who just hate all "physically weird looking people".

-After things start to settle down somewhat, though, I think we'd eventually find ourselves in a more advanced (but still petty) society, due to people using and understand their powers in constructive manners: science, medicine, technology, even our understanding of powers themselves would all advance society.
