Punisher's morals are insanely different from writer to writer, for instance in at least one version he's okay with Thunderbolt Ross because they're both military, despite Ross being the fucking Red Hulk, sometimes he has help and sometimes he kills people for being murderous vigilantes like him, one time he almost killed Eminem for killing Barracuda in self defense, sometimes even small-time thieves are targeted, and there was the Civil War plotline where he killed Stilt-Man after Stilt-Man turned himself to the state and became a bounty hunter (then shot up his funeral). And given Condiment King's small time joke villain status, he'd probably get killed by Punisher in a similar event comic just for the sake of killing a named villain who's not popular/important.

TL;DR - Probably still kill Condiment King, but it can depend on the writer.
