The directors said that the goal is to have Rhodey have his own epiphany and making choices that make War Machine a separate hero from being an Ironman copy. They say they don't have concrete plans because they expect someone else would be writing Rohdey's story in the future.

But the obvious idea would be that Rhodey would end up going for cybernetics that Tony wouldn't use for himself. That he would end up with more obvious inorganic parts by choice. To Become Warmachine.
