Pretty much. I would have thought it was a new villain, but the "He knew my name" line was obviously put in there to imply that it's someone who knows Peter somehow (even though I would have thought Peter's name was known at this point)

Yeah, he's the most likely candidate. Even the second collection of the series, which has this issue and cover, is titled "Riders in the Sky." Makes it obvious Robbie's showing up in some form.
