Yes, it's just for the majority of his almost-80-year existence, he was written by Greatest Generation or Baby Boomers, so he was the sorta father figure who would never say "I love you" out loud and justify it by thinking "I don't need to say it, we have a manly understanding"

Now we're dealing with millennial fans' impressions of baby boomer fans' impressions of Batman-as-father-figure, so yeah, he might not seem like the best dad at times, but keep in mind he's had those Robins over nearly a century of shifting depictions of child sidekicks in comic books, and shifting definitions of what makes a "good" father.

I think a lot of people forget how short Jason's run as Robin really was. He was only Robin in the comics 5 years. Dick had almost 40 years and Tim had about 30. Damian still feels pretty "new" to me and he's been around as Robin for about 10.

Batman spent way, way longer regretting what happened to Jason than he did forming any kind of real bond with Jason. As a result the status quo for Jason and Bruce's relationship has become sad regret on Bruce's side and furious pain Jason's. They'll never fully progress beyond that because that would involve breaking the status quo. There will never be anything caring and sincere between Jason and Bruce, and I would wager in Jason's life as a whole.

Tim and Damian spend most of their career as Robin by being away from Batman and running solo. Jason was actually the one who spent his entire career as Robin by being by Batman which allowed the writers to develop a deep relationship between the two of them.
