I dont know if this is the place to ask this but anyways, anybody knows in which program was this animated? I really like the seemingly simple animation and how the still lines somehow "vibrate".

oh you don't need a specific program for that. It's just a technique where they draw the same drawing a few times and flip between the lines on every frame.

So, I could do this in, say, paint tool sai or would I need something else to animate the drawings?

I'm pretty sure oney did a tutorial back when he animated instead of doing let's plays on how to simulate the hand drawn look on Flash
