The city guidelines are merely that, guidelines, not laws. As the Onceler should still be the owner of that plot of land, or it's government property, then either way he was legally allowed to enter and leave it at his leisure so long as neither of those entities protested, and they did not. He crossed legally to provide a service in order to receive compensation in a state that he is a legal citizen of.
