Its probably less the dress and more the movements associated with that dress. Elsa transforming into her ice dress, flinging her arms wide while walking towards the camera with an exaggerated hip swing and boob-bounce... we just saw the embodiment of a sexual awakening.

Elsa isn't just about ice powers, she is an elemental so the first realization of her power happened to suit the environment.
