Because there isn't really a central iconic figure to Halloween on par with the Easter Bunny or Santa Claus. There are a handful of lesser figures like said Oogie Boogie (who it could be argued actually runs Halloween Town through its seedy underbelly) or the Headless Horseman, but I think it's more fitting that Halloween Town has a more populist streak to it rather than a pure Cult of Personality.

You could say that Halloween town is unique in that the famous legends from it are fucking psycho or insane or whatever you want to call it. Santa and the Easter Bunny can be respectable characters to their underlings, but who the fuck would seriously respect Oogie Boogie? If anything someone like that WAS in charge, but over time stuff changes and the better leader, Jack, got elected. I mean, they obviously have votes as they have a mayor.

Well, here is my answer.


Considering that we are introduced to Jack as the "king of Halloween" as a flaming pumpkin headed guy, the impression that I got is that Jack IS Jack-o-Lantern.

In the same way that Santa doesn't his iconic costume every day of the year, Jack dresses as a flaming pumpkin only on Halloween.

Oogie is actually an immigrant that Halloween Town adopted. He use to be ruler of his own ancient holiday town. However Halloween kinda overshadowed it later on. Eventually the town disappeared & Oogie migrated to Halloween Town.

I see Oogie as more of a renegade amongst the Halloween folk. He's probably the kind of guy who takes his scares too far, to the point where he may have harmed(or killed) a human during Halloween, which earned him a bad reputation and made people avoid him. Lock, Shock and Barrel probably only look up to him because they're impressionable little delinquent children, so they don't know better.

boogie was the town mayor until his ideas got too out of hand. the lyrics in this is halloween say, "that's our job but we're not mean, in our town of Halloween.
the citizens of Halloweentown weren't mean, it was their job and they didn't use tactics like boogies, maybe this is why they gave the crown to Jack because although he'd scare kids he wouldn't try traumatizing them.

I think 'the pumpkin king' is more of an honorary title. The townspeople all respect Jack above all others, even the elected mayor, because he's the scariest motherfucker around. He's not really in charge, but since he's the best at Halloween very few would defy his wishes.
