So, how come Squirrel Girl and Harley Quinn are considered the 'quirky, fan pandering' characters they are now?
For a long time Squirrel Girl was an obscure in-joke among Marvel fans, as was Deadpool breaking the fourth wall.
With the internet it escalated into a full-blown meme and everyone caught on.
Harley Quinn was just a fan-favorite character ever since her first appearance and then Arkham made her popular with trashy Mountain Dew chugging gamers.

I would say it's kind of like depicting the Joker going on a huge killing spree, it only has any real impact if it's something that's done rarely. It has to be special for it to have serious impact. When it SG and Harley are doing their thing every other week then it loses its impact and just becomes a stale and overdone joke the same way that Joker often goes from genuinely intimidating and impressive to overdone, edgy kid shit. They killed all of these ideas by overuse rather than coming up with new ones.
