Not likely. Gohan lived in the mountains. Kakarot probably wouldn't hit his head on anything at a peaceful farm.
In fact the Kents would probably be dead even before Great Ape transformation. I'm sure the only reason Gohan could handle the rabid child Goku was because the former was a strong martial artist who trained under Roshi. The Kents are just average farm folk and would probably get beaten to death.

Assuming Goku isn't a super violent Saiyan and is raised as by the Kents, he'd probably be much weaker. They'd raise him to be a good ol country boy, and even with his Saiyan blood, he'd lack the training that Gohan, Roshi, Korin, and Kami would give him. He'd deal with occasional skirmishes and robberies, but never anything bigger than what would be in Smallville. Raditz would come and kill him and everyone on the planet until the other superheroes show up.

Clark would grow up as a fighter with Gohan, and obliterate everything he came across. I don't know if he could train with any of the masters to get even stronger, other than learning techniques. He'd get bored without any worthy opponents, and probably just live his life with Gohan.

Why would Supes have trouble in the Buu arc? He isn't weak to magic, just vulnerable to it. Meaning he would be affected by buu and his abilities in the exact same way as everyone else, not that he would be extra weak to it. It'd basically mean the arc would probably be strikingly similar to the way events played out in Z.
