Which hero has the worst rogues gallery of their respective side?

Which hero has the worst rogues gallery of their respective side? You know, that one guy who's been around for years but you can't name more than 2 guys they fight regularly.

For Marvel I'd say Iron man since all his comics depended on cold war era politics and once it ended he couldn't adjust. That's why all his enemies are all generic rich villains and guys with knock off armor. For DC I can't decide between Firestorm or Green Arrow. GA has always been a man of the people and as a result most of his villains are generic business men and street gang leaders. For Firestorm, he is this incredibly powerful guy who's practically a gamebreaker who ends up fighting: Slipknot, a guy with a rope and Weasel, a guy who dresses up as a weasel. Really not surprised that Killer Frost has surpassed him in popularity and is more famous than he is.

What would you do to fix them?

I would give Firestorm's bad guys to green arrow. They may be super unfitting for a guy who can fly and shoot fire but they work good for a more street level guy. Imagine an episode of Arrow where a revamped Slipknot and Ollie are swinging around on rooftops chasing each other. Or Moonbow being a rival archer.

Iron man vs a cyborg gorilla however should be a year long event with several crossovers. Better than what Bendis is doing with him

Superman had a pretty weak rogues gallery for a A lister. There's a huge gap after his top villains like Lex, Mxyzptlk and Bizzaro. Any writer hasn't done anything spectacular with Brainac, Metallo, Doomsday, toyman etc.

There was literally just an arc in Action comics where 5 of superman's rogues (Zod, Cyborg Superman, Blanque, Eradicator and Mongul) teamed up to fight him. He has a good deck.

The issue with the Trinity is that they have the wrong dynamic. Taking everything we know about these characters into account, logically, Superman would be the optimist, Batman the pessimist, and Wonder Woman the mediator. And for whatever fucking reason, that just doesn't happen in practice.

There are exceptions to this. The first Blizzard was a former employee of Stark's who got caught stealing from him and got revenge using stolen technology. Firebrand started out as an anarchist who wanted to start a fiery revolution. Ghost was an industrial saboteur doing it for the kicks. Spymaster, Madam Masque and Black Widow added a certain Bond element to IM's stories.

The problem is the writer's dropped the ball on these characters and most of them ended devolving into one note villains for Iron Man to defeat.

Wonder Woman has a pretty good set of villains they just need to be pushed better. The movie made Doctor Poison more relevant to it's universe than MCU did for Mandarin. Im sure with the right tone and plotting, instead of just redoing her origin over and over again, you could make a WW Revenge Squad arc like Superman just had. Minister Blizzard- The Prime Minister of Iceberg Land!- is on need of an edgy reboot by now.

One of the things I hated about Mike Grell's Green Arrow run from the 90's was the lack of memorable antagonists. Its one of my favorite series but because of its realistic tone, the book deals with real issues instead of comic book ones. Ollie is constantly fighting gang leaders and businessmen. some stories have no real antagonists at all. Longbow Hunters is one of GA's most important stories and the main villain is some old guy who sits at his desk the whole book. Shado ends up killing him anyways. Even the current stuff by Percy is just Ollie going after evil bankers who's only comic book element is that they have an evil layer and wear masks. And dump their members in oil for some reason to make them burned. Its the reason why Arrow is basically just Batman-lite. He has to borrow other heroes villains to make him have something to do.

Alright people listen up!! Green Arrow needs a fuckin Rogues Gallery on the pronto! I need some non Batman related baddies that are reasonable (Looking at you Damien) villains for Green Arrow to fight. Mostly street level though they need enough gimmicks to pose as a threat for a master archer! Maybe they'll work together, maybe they'll form a posse or maybe they work solo- You Decide! Plunder the deep dark web and look for as many obscure baddies as you can find, any DC wiki or Fan site you can find that has silly or underutilized villains that are due for a reinvention and ready to attack the Emerald Archer at a moments notice!
