Is it safe to assume videogames have better animation than movies and cartoons nowadays? Games like Witcher 3, Horizon Zero Dawn, Hellblade, GTA 5, and even some indie games have better polish in the animation of their cutscenes and movement in-game than plenty of cartoons and movies right now.
Also,would it be fine to talk about animation in games in /co/? Im not talking about their gameplay or stories, just how they are animated.

A high-budget video game is going to hire a good animator. A high-budget cartoon is going to hire a good animator. If you hire a good animator, you get good animation.

There's probably validity to what you're saying, but it's due to the simple fact that a lot of top-tier games have budgets equal to or greater than movies. Animation skills transfer between mediums.

The animation quality in games also varies a lot.

Witcher's combat animations look great since it's a relatively small number animation of moves that get used repeatedly for 100+ hours. as for the cutscenes, the few actually hand and mocapped animated cutscenes looks great, but 905% of the dialogue cutscenes are clearly using that thing where it's a bunch of baked animations, gestures, and postures stringed together with automated lipsync. Same thing with Zero Dawn, only their hand animated stuff looks better, and their stringed ones looks worse.

Hellblade, on the other hand, is a very short game compared to those two, and Ninja Theory can get away with hand-crafting all the cutscenes with all the time they had compared to how long said scenes are. The combat, as good as it looks, is also pretty simple and repetitive, so there's not much custom animations going there

GTA 5 can get away with all cutscenes custom animated, and a massive number of unique gameplay animations, all in the highest quality, by virtue of having an incredibly massive budget.

Maybe big budget videogames should explore different avenues of animation to go for a distinctive look. So far it seems the benchmark has been looking more like reality, which leads further and further into the uncanny valley.

If you made whatever the fuck qualifies as a AAA game these days, (which I have no clue about since I don't keep up with vidya) but gave it a distinctive design that wasn't just blocks trying to look like people the same way, maybe then we could talk about how the genre of video games is reshaping animation.

Sure, but that's like comparing special effects of a show and a big Hollywood blockbuster. Unless someone is pumping money into an animated show, like George Lucas did with Clone Wars, for instance, which, imo, still had a horrible art style, but that's another matter, it is going to look much simpler and streamlined due to budget reasons, like Rebels.
