What would it be like if Frank had lived in Gotham and his family was killed there? How would the series of events unfold eventually leading Frank to becoming The Punisher in Gotham?
I could see Punisher on the verge of killing the ones who killed his family and Batman in some situation where he is unable to prevent it trys to talk Frank out of killing them. But at the last moment when it looks like Batman talked him out of it he kills them which seals his fate in becoming The Punisher.

It would only be interesting if the stories ran parallel with 19 year old Frank's pregnant gf dying as a teenager when he comes back from his tour. This happens at the same rime as a 12 year old Bruce watxhes his parents die.
