The reason U7 only has 28 populated planets is because Beerus literally blows up every planet that doesn't have food he likes, and blows up any potential planet that could foster life if it doesn't have food that he sees is good.

The supreme Kai didn't get his full training and doesn't put his foot down (seriously, Beerus literally can't do shit to him or else he dies, he's his bitch if shin grows a spin) and Whis doesn't give a shit because he's a foodie and likes it the way it is.

Anime isn't canon. And, even if it was, using the animes own power scaling Zamasu wouldn't have been able to take down the other universes we've seen so far in the ToP. That doesn't even include the 4 stronger universes that didn't even fight.

In the manga he killed the gods (By abusing the connection the Kais and GoDs share), hadn't killed all the mortals yet (Chapter 21). And, he likely ran like a bitch hiding from the strong ones like Hit, Jiren, Toppo, etc.
