Why has Walt Disney Animation Studios never made a big budget Scrooge (or Donald, but Scrooge is a better character for such a thing I would say) movie? Is there some reason why the ducks never appear in such a movie even though they are one of the biggest disney franchises?

Yeah I just remembered Saludos Amigos and The Three Caballeros indeed, but in my head they have always been classified as a special case. But yeah, they've made two Donald movies indeed.

Have they ever made a big budget Mickey one? I can't think of any movies starring Mickey or his friends showing in theatres besides Goofys.

Of course there is Fantasia, but Mickey has been degraded to the status of company mascot for decades now, and Disney is scared as shit to give away his blandness as a character because then his mascot value crumbles down

not necessarily, there are tons of Scrooge artists still alive and kicking who could help as creative advisors ( of course rosa probably won't sadly) and just as much awesome Scrooge comics that can function as scenario inspiration.
