Two major reasons:
1. REALISTIC PROPORTIONS - seriously, why does Western animation fuck this up so much? It's not artistic, it's retarded.
2. The anime artstyle is associated with amazing storytelling, not least because Western animation screenwriters suffer from an extreme lack of talent.

RWBY is a cheap 3D web series made by a gaymur guy who was a mix of Cambodian, Vietnamese, Chinese and Japanese. I wonder what style he would've gone with?
Children of Ether is a anime show designed by a staff of Japanese animators for Crunchyroll. Thus it's something intended for weebs itself.

Also how's this a phenomenon? Only one of these series really achieved mainstream success.
