Steppenwolf works better as being more 'alien' looking I think. As for the decision to use him as the main villain, I feel it makes sense. Using a lesser known/smaller villain allows them to focus more on the team as opposed to the villain (which can often overshadow everything else in the movie) - kind of like using Loki in the first Avengers as opposed to starting off with Thanos.
