In the movies, sure. In the comics Hydra is more like Cobra. Even if they were aligned with the nazis waaaaaaaaay back in the original comics, they have changed quite a bit since then. They're a totalitarian authoritarian group, but in the comics they don't really come off as nazis. They have far too many leaders and factions with different outlooks and ideas.
