Before the internet all the comic artists got their start doing independent comics of their own, there was just no internet to showcase it. Webcomic format just makes it easier for the big industry people to look at your work and see how good it is.
No, poorly managing webcomic talent, and ALL of their new talent, is Marvel's mistake.
Proper editors doing their fucking jobs and helping the new talent refine and improve themselves would solve a shitload of Marvel's creative problems but that's seen as a bad investment nowadays.
