1. Moore himself would probably agree with you on both points.

2. Nobody would disagree with you more on either point than Gaiman himself.

Moore taught Gaiman how to write comic books in about twenty minutes flat using a folded napkin over a pint. Moore's Swamp Thing single-handedly got Gaiman back into comics after a solid decade of doing nothing but sneering at them with adolescent contempt. Moore and Gaiman are really super duper bestest friends in the world and they would find your attempt at division both risible and sorely misguided.

I disagree with your first point and disagree completely with your second if you're talking about comics: I can see Gaiman is likely a better prose writer than Moore. But very few people in Western comics have anything like the vision Moore has when he writes - he sees the comic as a complete image from the outset, it's why his scripts are famously detailed. There's more going on in any given Moore comic than there is in 80% of Sandman issues.

The only thing Gaiman has every written that I enjoyed was Good Omens, because I love Terry Pratchett more than I dislike him.
