The EPA did neither of those things, it's basically a way to tax corporations and citizens while giving corporations the run around. Fistly, if the US did that, if would crash the dollar. US debt would immediately massively devalue and rates would skyrocket. This would almost certainly result in the US defaulting as they have so much debt that a high interest rate would mean they wouldn't be able to afford the interest.

Meanwhile in China, they have been stockpiling massive reserves of Gold over the past couple of decades. In the event that their US debt massively devalued, in market instability would result in their gold reserves shooting up in value, comfortably making up for the value lost from the US debt crashing.

This is exactly why China have the leverage. They have carefully set themselves up so that they can't lose. Russia has been building up gold reserves lately for the same reason.

I think that business prowess and macroeconomic understanding are two very different things, and that a guy who's used to being validated in his business acumen in his specific field may actually have a disadvantage over someone with relatively little private sector experience but more willingness to defer to expert advisors with a better grasp on how governments manage entire economies.
