I'd say they're both about the same, on average, but while Lion King is consistently the same quality (more or less) throughout the movie, Bambi has higher highs and lower lows.

The Winter act is probably one of the best atmospheric sequences in Disney canon, and the climax with the dogs chasing Faline and then the forest burning down is unbelievably tense, and of course the art in both is fantastic... but the whole film grinds to a halt during Spring for a lot of mediocre comedy and it's tedious to get through every time.
I like Bambi more for what it does manage to achieve and do incredibly well, but I concede that Lion King is the better movie. It's just more balanced and better paced.

But seriously, after more expensive, artistic films like Bambi and Fantasia didn't earn enough money back while the more kid-friendly and cheaper to produce Dumbo was a huge success, THAT was the point when the studio's strategy was shaken up. That, and the war had a big impact.
Bambi was only released after Dumbo because it was too far along in production to cancel completely even though it was bleeding money, it actually entered production earlier than Dumbo.

Just because it's not a sassy loud broadway musical style production, doesn't mean Bambi doesn't make good use of music. I'd say the two films are at least comparable in musical quality. Neither one really definitely blows out the other, it's more like a matter of taste.
