It wouldn't have kept him in business even if he'd planted two trees for every one he cut down, it takes ten months for a seed to germinate, ten years to sprout, then ten more to reach full maturity. At best, he could have set up a business designed to sell product in an extremely limited run every twenty years. "Buy a Thneed now, get 'em while you can, because when they're gone, they won't be back for another twenty years!" It's like the natural conclusion of the Disney Vault style of inducing artificial scarcity to drive up prices.

And that's why you separate the forest into 21 parts. Cut down 1 part per year and process it, then replant. Rinse repeat. This lets you sell your product yearly and indefinitely. Much easier to drum up business on a yearly basis than a 20-year basis.
