What someone wears is part of the context. Character's should wear things that are appropriate to them. Cap's buccaneer boots evoke late 1700's fashion, appropriate for a US propaganda figure.
There are some cases of classic costumes that I'd describe as inappropriate for the characters; for example, Wolverine's.
I misread your complaint there but I still think that how a character appears should either inform you about them or be informed by their character.
