It's not the female aspect, most casual readers like Harley Quinn. She's silly and charming and has some dimension. Writers also see het popularity and respond to it, which is how she really grew since her conception.

More informed readers generally enjoy Starfire, and for a long time writers were providing a lot of pathos for her too. Not at the level of Harley in recent years, still enjoyed by most readers who aren't femnazis. Even a lot of SJW's are okay with at least the adaptations of Kori.

Power Girl has not had a lot of love from the writers, unless it's JSA run. Even then not a lot of focus on her. She's pushed pretty hard as waifu material and that distances the female crowd because there's no way for them to appreciate that unless they're lesbians. Even then hit or miss. A lot of attempts to characterize her are usually pretty laughable means of justifying her character. Like the hole in her chest thing. All in all, she is both literally and figuratively a big titted clone of Supergirl except in recent years Supergirl has been getting some writing done to her that Powergirl really needs as well.

And female readers dislike Power Girl because if you're not familiar with her, it seems all that is to her is "What if Superman had BIG SEXY BOOBS". So they see no reason to read her comics and find out otherwise. It doesn't help that most female readers probably found out about Power Girl from tumblr posts about how unpractical/sexist her outfit is, which is already points against her at the get go.

They are already familiar with HQ because of Batman: TAS, and with Starfire because of Teen Titans (both of which they watched as kids), so they will buy comics that star them - but they feel no reason to do so with Power Girl, because she didn't star in any cartoon. Which is exactly WHY DC editorial was actually brilliant to make Power Girl besties with Harley Quinn, and make that "Harley and Power Girl" story arc and book - so female readers will buy the book for Harley, and discover that Peej is MORE than just her boob window.

So hopefully with time, as more female readers buy those Harley Quinn comics, negative perception of Power Girl will disappear.

I think the New 52 was far more damaging to her character than a half-hearted, possibly facetious attempt by a writer to justify arbitrary costume designs. If people want evidence that Power Girl is more than just a flying brick with giant honkers, they're going to look at her relationships, her villains, her settings, etc. All of which was just gone for about a year. When she finally went back to Eath 2, she was in a team ensemble book (also terrible for individual character development) and spent most of it just moving from one fight to the next.
